    What a terrible experience for you and your family. Have you thought about bringing it up higher? Maybe someone in your husband?¢‚Ǩ‚Ñ¢s chain of command will have some useful info about the appropriate person who you could talk to. Also, I like to fill out the ICE comment cards. Every installation should have those available, but they are hard to find.
